What is the primary objective of Janani Suraksha Yojana (JSY)?

JSY is a safe motherhood intervention under the National Health Mission (NHM). Its main objective is to reduce maternal and neonatal mortality by promoting institutional deliveries (delivering babies in government or accredited private hospitals) among poor pregnant women. This ensures full compliance with the latest regulations, allowing you to estimate values correctly and avoid common filing errors.

How are states categorized under JSY?

States are categorized as Low Performing States (LPS) and High Performing States (HPS). LPS includes Uttar Pradesh, Uttarakhand, Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, Assam, Rajasthan, Odisha, and Jammu & Kashmir. All other states and Union Territories are classified as HPS.

Are APL (Above Poverty Line) women eligible for JSY benefits?

In Low Performing States (LPS), all pregnant women delivering in government or accredited private health facilities are eligible for cash benefits, regardless of their age, BPL status, or number of children. In High Performing States (HPS), JSY cash benefits are restricted to BPL, SC, and ST pregnant women.

Is there a limit on the number of births for which JSY is paid?

In LPS states, there is no restriction on the number of children; cash assistance is paid for all live births. In HPS states, the JSY institutional delivery benefit is restricted up to the first two live births. For home deliveries in both LPS and HPS, the ₹500 grant is restricted up to the first two live births.

The Logic Explained Simply

  • LPS States vs HPS States: LPS has universal eligibility for institutional deliveries (all income groups covered). HPS restricts cash benefits to BPL, SC, and ST mothers only.
  • Institutional Delivery Incentives: Rural LPS mothers receive ₹1,400 (ASHA receives ₹600). Urban LPS mothers receive ₹1,000 (ASHA receives ₹400). Rural HPS mothers receive ₹700 (ASHA receives ₹600). Urban HPS mothers receive ₹600 (ASHA receives ₹400).
  • Home Delivery Grant: BPL mothers across all states receive a flat grant of ₹500 for home delivery if aged 19+ (restricted to the first two live births). No ASHA incentive is paid for home births.
