- The Concept: Punjab offers 300 free units per month (600 units for a 2-month bi-monthly bill). For General category households, this subsidy operates on a cliff: stay at or below 300 units (600 bi-monthly) and your bill is ₹0. Exceed the limit by even 1 unit, and you lose the entire subsidy, paying for all units at standard telescopic slab rates plus fixed charges and 18% taxes. Concession categories (SC/BC/BPL with load ≤ 1 kW) only pay for units above the free threshold.

- Fixed Capacity Charges: ₹50 to ₹110 per kW per month depending on connected load.
- Statutory Taxes: Electricity Duty (13%) + Infrastructure Development Fund / Municipal Cess (5%) = 18% on energy and fixed charges.
Suppose you have a 2 kW General domestic connection billed on a 2-month bi-monthly cycle:

Scenario A (580 units consumed): Total consumption is below the 600-unit bi-monthly limit. The state government covers the entire energy cost, fixed charges, and taxes. Net bill payable = ₹0.

Scenario B (620 units consumed): You cross the 600-unit threshold by 20 units. You forfeit the free subsidy on all units:
- First 200 units: 200 × ₹3.49 = ₹698.
- Next 400 units (201 to 600): 400 × ₹5.84 = ₹2,336.
- Remaining 20 units (above 600): 20 × ₹7.30 = ₹146.
- Total Energy Charges: ₹698 + ₹2,336 + ₹146 = ₹3,180.
- Fixed Charges: 2 kW × ₹75/kW/month × 2 months = ₹300.
- Subtotal before tax: ₹3,180 + ₹300 = ₹3,480.
- 18% Levies (13% ED + 5% IDF): ₹3,480 × 18% = ₹626.40.
